Recommendation
It is requested that the Board of County Commissioners approve and authorize the Chair to sign the attached Interlocal Agreement (ILA) between the Sheriff and the BOCC detailing the transfer of the 911 Coordinator and analyst positions and functions to the Sheriff. The Board retains its role as fiscal agent and its ultimate responsibility and authority for the County's E911 system, including designation of the County 911 Coordinator. It is also requested the Board delegate to the County Manager authority to approve budget change requests, addendums, agreements, transfers, or other required administrative actions to execute the ILA with the Sheriff.

Summary Explanation and Background:
The Unified Communications Center (UCC) provides centralized public safety communications for fire, emergency medical, and law enforcement services. The Florida Department of Management Services recommends consolidating public safety answering points (PSAPs) to promote operational efficiency and consistency in emergency dispatch services. Approval of this ILA aligns with ongoing consolidation efforts and supports the goal of further streamlining operations by transferring two 911-related positions overseeing day-to-day administrative and management functions from the Emergency Management Office to the Sheriff’s Office. Upon the transfer of the positions, the Sheriff’s Office shall submit a nomination of a qualified individual to serve as the 911 Coordinator to the Board.

The agreement has been reviewed by the County Attorney’s Office and the Sheriff’s Office.
