It is requested that the Board authorize the County Manager to execute the Lease Agreement for Natural Resources Management (NRM) Environmental Remediation and Compliance (ERC) Program, substantially in the form of the attached, after review by Risk Management, County Attorney’s Office, and Purchasing Services; and authorize County Manager execution of any future amendments or extensions.

Summary Explanation and Background:
In July of this year, the Florida Department of Environmental Protection (FDEP) Petroleum Restoration Program (PRP) requested that the ERC Program expand area oversight to include Volusia County. This expansion was approved by the Board of County Commissioners on May 21, 2024. Consequently, on June 25, 2024, seven new positions were approved within the ERC Program. Due to the need to increase office space for the ERC Program from 14 to 21 employees, staff requests the ability to lease commercial space.
Initial cost estimates for suitable, built-out office space range from $115,034 to $225,467 for the first year of a five-year lease. Based on the current list of available properties, a lease option for 5,539 square feet of office space located at 6300 N. Wickham Road, Melbourne at an initial annual rate of $116,319 is recommended due to size, minimal setup costs, existing built-out cubicles, lease price, parking, and location with easy access to Viera Government Center and I-95. Facilities and IT have inspected the proposed lease site and deemed it appropriate for county employees.
