Fiscal Impact:
The City of Melbourne will fully fund the removal of its abandoned utilities, estimated at $15,000. There is no Fiscal Impact to the County.

Recommendation
It is requested the Board of County Commissioners: 1) approve and authorize the County Manager to execute the Interlocal Agreement with the City of Melbourne for the Indialantic Stormwater Improvements; 2) authorize the County Manager to execute any necessary agreement-related documents, such as amendments, contingent upon review by the County Attorney's Office, Risk Management, and Purchasing Services; and 3) authorize the County Manager to approve any Budget Change Requests associated with this action.

Summary Explanation and Background:
The County will be constructing drainage improvements along N. Riverside Drive located in Indialantic. These improvements will mitigate flooding issues created by large storm events. There are existing abandoned utilities owned by the City of Melbourne within the County's project limits. The City desires to have these abandoned utilities removed that, in certain locations, conflict with the County's construction of the drainage improvements. Specifically, a portion of two (2) existing 12" abandoned water mains will be removed on behalf of the City.

To promote efficiency and prevent unnecessary duplication of effort, the County and the City have agreed that the abandoned utilities in conflict will be removed in conjunction with the County's construction of the drainage improvements being performed by the County's Construction Manager at Risk, RUSH Construction, Inc. The City of Melbourne will fully fund the removal of its abandoned utilities, estimated at $15,000.
