Recommendation

It is recommended that the Board of County Commissioners discuss and tentatively adopt the FY 2026-2027 millages and discuss and adopt the Resolution for the Finding of Critical Need for the General Fund.

Summary Explanation and Background:

At this point, the Board will have heard comments from the public concerning the budgets and millages of the Board agencies, Charter Offices, and Dependent Special Districts. It is at this time that the Board should direct staff to make such changes as the Board deems necessary.

 

The following components of the County’s FY 2026-2027 Tentative Budget (including dependent special districts) represent funds which include ad valorem revenues at the millage rates approved by the Board on July 21, 2026.

 

 

In conjunction with this item, the Board is being asked to consider adoption of a Resolution for the Finding of Critical Need for the General Fund, as required by Section 2.9.3.1(c) of the Brevard County Home Rule Charter.

 

In accordance with Section 200.065(5)(a), Florida Statutes, any millage rate that exceeds the rolled-back rate by up to 110% requires a supermajority approval by the Board, while a millage rate exceeding 110% of the rolled-back rate requires unanimous approval. All operating millages are within 110% of the rolled-back rate for each individual levy and therefore require approval by a supermajority of the Board.
