Requested Action:

Recommendation

It is requested that the Board approve a resolution adopting the updated Statewide Mutual Aid Agreement (SMAA) and authorize the Chair to sign the agreement with the State of Florida, Division of Emergency Management (FDEM), and all future Statewide Mutual Aid Agreements as approved by the County Attorney’s Office.

End

Summary Explanation and Background:

The Statewide Mutual Aid Agreement (SMAA) enables local governments to share personnel, equipment, and other resources when an event exceeds a jurisdiction’s capacity to respond, ensuring coordinated emergency support across the state as authorized by Florida Statue Chapter 252.

Key points:

Process for activating the agreement and requesting mutual aid during large disasters

Responsibilities of requesting and assisting parties when enacting the agreement

Required documentation and process for reimbursement for receiving or sending mutual aid resources under the agreement

Overview of what costs are typically eligible for reimbursement

Required worker protections and dispute process

Adoption of the SMAA ensures the County remains active within Florida’s mutual aid system, enabling the exchange of emergency resources and access to established cost-recovery processes when providing support. The agreement enhances interoperability, promotes collaboration, and supports coordinated disaster response efforts statewide. It does not supersede any existing automatic aid or other mutual aid agreements Brevard County currently has with other jurisdictions, municipalities, or agencies.
