Fiscal Impact:
MIRA will contribute up to $2,000,000 in staged deposits and the County will contribute up to $2,000,000 in Transportation Impact Fees from Merritt Island/Beaches District. Additionally, the County is providing an estimated $100,000 of County design and construction oversight as in-kind services with currently funded labor.

Recommendation
It is requested the Board of County Commissioners approve and authorize the Chair to execute the Interlocal Agreement with Merritt Island Redevelopment Agency (MIRA) for Road Widening - South Courtenay Parkway (Cone Road to Fortenberry Road). It is further requested the Board approve any necessary Budget Change Requests associated with this action and delegate authorization to the County Manager to execute any contract-related documents contingent upon approval by the County Attorney's Office, Risk Management, and Purchasing Services.

Summary Explanation and Background:
MIRA proposed a project to widen the two-lane segment of South Courtenay Parkway to three lanes to improve traffic capacity, traffic safety, and functionality of the roadway as well as to enhance landscaping to encourage development within the MIRA district. The project will also include needed drainage improvements and sidewalk and pedestrian access improvements. At the conclusion of the landscaping establishment period, MIRA will be financially responsible for the maintenance and repair of the landscaped area.
