Recommendation
It is requested that the Board of County Commissioners provide the following directions:
1. Approval to advertise a Request for Proposal for a Boating Infrastructure Study; and
2. Authorize the County Manager to execute a contract with the Consultant that the Selection and Negotiating Committee recommends and has found to have the most experience with a Boating Infrastructure Study and has submitted the most responsive proposal, and authorize the County Manager to approve the necessary budget amendment (BCR) to execute the contract.

Summary Explanation and Background:
The Board of County Commissioners (the Board) on March 17, 2026, discussed the County Boating Improvement Program (BBIP), and because of the County's proximity to the Atlantic Ocean, Indian River Lagoon, Banana River, and the St. Johns River, there is a need to provide accessible infrastructure to both recreation and commercial users of the County's facilities.

Currently, the County receives $167,000 in funding from vessel registrations under Section 328.72, Florida Statutes. Funding from this source may be used for "providing, maintaining, or operating recreational channel marking and other uniform waterway markers, public boat ramps, lifts, and hoists, marine railways, boat piers, docks, mooring buoys, and other public launching facilities; and removing derelict vessels, debris that specifically impedes boat, not including the dredging of channels, and vessels and floating structures deemed a hazard to public safety.
