It is requested that the Board approve and authorize the Natural Resources Management Department, on behalf of the Board of County Commissioners to submit Written Comments and a Request for Public Meeting regarding Draft Permit FL0A00007-002-IW7A submitted by Blue Origin, LLC to the Florida Department of Environmental Protection (FDEP) for the discharge of 0.49 Million Gallons per Day (MGD) of Process and Non-Process Industrial Wastewater to the Indian River Lagoon.

Summary Explanation and Background:
On November 18, 2025, a Public Notice was published in Florida Today regarding FDEP draft permit FL0A00007-002-IW7A for a proposed project submitted by Blue Origin, LLC to operate a 0.49 million gallons per day (MGD) industrial wastewater treatment facility which would discharge 0.467 MGD of previously permitted process wastewater and 0.015 MGD of new non-process wastewater to a large onsite stormwater pond (402,981 square feet surface area) then to the Indian River via the Ransom Road Ditch. The facility is located at latitude 28? 30' 35.5" N, longitude 80? 40' 32.2" W, 8082 Space Commerce Way, Merritt Island, Florida 32953-8703. FDEP has permitting jurisdiction under Chapter 403, Florida Statutes (FS), and applicable rules of the Florida Administrative Code (FAC). Based upon the application and supplemental information, FDEP determined that the applicant has provided reasonable assurance that the above describe wastewater project complies with the applicable provisions of Chapter 403, FS and Title 62 of the FAC.
