Fiscal Impact:
A match of up to twenty percent (25%) is required if awarded. Purchase and installation of the UPS systems are estimated at $1,500,000, with a $375,000 match obligation to be programmed in Fiscal Year 2026 using Local Option Gas Tax (LOGT).

Recommendation
It is requested the Board of County Commissioners:
1. Grant approval to apply to the HMGP, authorizing staff to submit the application via the State of Florida Division of Emergency Management (FDEM) portal;
2. Authorize the Interim County Manager and/or County Manager to sign the grant application, grant agreement, any amendments, or renewals, contingent on County Attorney, Risk Management and Purchasing AO-29 approval; and
3. Authorize the Interim County Manager and/or County Manager to execute any necessary Budget Change Requests.

Summary Explanation and Background:
The HMGP is designed to assist in implementing long-term hazard mitigation measures following a major disaster declaration. The Notice of Funding Availability (NOFA) for the HMGP administered by FDEM was posted on February 26, 2025, for both Hurricane Helene (FEMA-4828-DR-FL) and Hurricane Milton (FEMA-4834-DR-FL). The closing date for HMGP applications is Friday, July 25, 2025, 11:59PM (EDT). The HMGP helps communities implement measures to reduce or eliminate long-term risk to people and property from natural hazards and their effects.
