It is requested that the Board of County Commissioners grant Purchasing Services, on behalf of Utility Services Department, permission to competitively procure and award an Invitation to Bid for Port St. John Gravity Sewer Replacement. And further grant authority to the County Manager, with County Attorney’s Office,  Risk Management and Purchasing Services approval, to execute all related contracts, task orders, change orders, grant agreements, modifications, and amendments and for the County Manager to approve any BCR’s as necessary..

Summary Explanation and Background:

Upon Board approval for the FY 24 budget, approval is granted for the projects listed in each Department’s Capital Improvement Projects as submitted in the Budget. However, projects submitted under an Operations and Maintenance budget are not pre-approved, thus requiring Board approval for such individual projects.

 

As part of the Utility Services Department gravity sewer assessment program, a 60 foot and 260 foot section of gravity sewer located in Port St John (see attached map) was identified as being in poor condition beyond the ability to install a sewer liner.  The mentioned gravity sewer is ductile iron that was installed in 1990.  The replacement of the gravity sewer mentioned will reduce inflow and infiltration in the Port St John collection system.
