Recommendation
It is requested that Board of County Commissioners approve and accept the attached 80/20 Public Transportation Grant Offer/Agreement for funds related to the procurement of a new 100 octane low-lead aviation fuel system (tank) to be located at Valkaria Airport. Further authorize the Chair or County Manager to execute the agreement and other documentation on behalf of the County and to approve all necessary financial/budget adjustments. Additionally, to authorize staff to initiate and complete the public bidding process and authorize the County Manager to execute necessary budget change requests.

Summary Explanation and Background:
The existing, 20-year old 100 octane low-lead fuel tank at Valkaria Airport has rusted through the outer shell. The cost to repair (sandblast, weld and paint) is approximately $19,000. The amount is equal to the same amount the airport would have to match if grant funds were utilized to purchase a new aviation fuel tank. Additionally, if the existing tank were repaired it would only last another five years. A new tank will last 20 years.
NOTE: The department will exercise an accelerated 21-day procurement, as the lead time to receive a new fuel tank is estimated at five months. Current fuel supply is estimated to last approximately one month after which the FDEP has given the airport instructions to shut the system down once existing fuel is depleted. Utilization of a temporary tank is being investigated.
