Staff recommends that the Board approve and authorize the Chair to execute the Fourth Amendment to Existing Interlocal Agreement for Stormwater Education and Outreach with the participating Municipalities.

Summary Explanation and Background:
In regular session on November 1, 2011, the Board executed an Interlocal Agreement (ILA) to form a consortium with interested local Municipalities for consolidating stormwater-related public outreach to meet the requirements of the County and Municipality's National Pollutant Discharge Elimination System (NPDES) permits. This regionalization created synergistic partnerships between participating governments, resulting in consistent messaging to residents and cost-effective measures for meeting NPDES outreach requirements.

The ILA allows the County to coordinate Stormwater Education and Outreach efforts with the participating Municipalities as part of their respective Stormwater Programs. The annual cost of the coordinated program is paid in full by the County; in turn, the Municipalities agree to reimburse the County on an annual basis.
