Summary Explanation and Background:

 

On May 21, 2020, the Utility Services Department was notified of a leaking 24” PVC force main along North Riverside Drive.  Utility Services staff investigated the area and confirmed this section of 24” PVC pipe required immediate repair.  To minimize the risk of a potential sewer release, environmental enforcement and possible regulatory penalties, Utility Staff determined a double line stop with bypass pumping would be the best approach, so that repairs can be accomplished.

 

RIC-MAN Construction Florida, Inc was selected to assist the Department in replacing the leaking 24” PVC sewer force main.   On May 22, 2020 an emergency purchase order #45000106371 in the amount of $14,999 was issued to RIC-MAN Construction Florida.  In doing so, this allowed the contractor to begin scheduling the line stops and ordering needed materials for the repair.  On May 26, 2020, work on the removal and replacement of leaking 24” PVC commenced and completed on May 28, 2020.

 

In order to pay the attached invoice in a timely manner, the County Manager’s signature on the change order in the amount of $105,898.33 was required. Since the Board does not meet in June to approve this change order, BCC-25 Section III.N.1. allows for the County Manager to approve the payment to prevent interruption of essential governmental services and report to the Board for ratification after-the-fact.
