Summary Explanation and Background:
The City of Palm Bay has requested a letter of concurrence and support from the BOCC to have the Central Florida Expressway Authority (CFX) launch a Facility Feasibility Study on potentially converting the St. Johns Heritage Parkway corridor into a limited-access toll facility, extending between Interstate 95 Exits 166 and 182 or some portion thereof.
The St. Johns Heritage Parkway corridor represents one of the most significant long-term transportation investments for southern Brevard County and the broader Space Coast region. As one of Florida’s fastest-growing areas, southern Brevard continues to experience substantial residential, commercial, and industrial growth, placing increasing pressure on the region’s existing transportation network. Current and projected demand along this corridor warrants a comprehensive evaluation of solutions that improve mobility, preserve regional connectivity, and support the area’s long-term economic vitality.
The Space Coast Transportation Planning Organization (SCPTO) lists this corridor as a critical part of the region’s Long Range Transportation Plan, recognizing its strategic role in future needs. The City of Palm Bay sees the corridor as essential for growth, improved mobility, stronger freight links, and enhanced emergency evacuation for southern Brevard County. Brevard County’s role in regional transportation planning and infrastructure coordination is critical.
