Fiscal Impact:

Any County financial commitments included in the agreements and contract-related documents for the Ellis Road Widening Project shall be within the approved County Operating and Capital Budget.

Recommendation

It is requested that the Board of County Commissioners:

1.                     Authorize the Interim County Manager or County Manager by Resolution to execute agreements and all project-related documents to ensure timely project delivery and responsiveness to the County’s partners on the Ellis Road Widening Project.

2.                     Per Administrative Order 29, contract-related documents shall be reviewed by the County Attorney, Risk Management, and Purchasing Services. 

3.                     Authorize the Interim County Manager or County Manager to approve any Budget Change Requests associated with this item.

Summary Explanation and Background:

On February 11, 2025, the Board adopted Resolution 2025-010 authorizing the County Manager to execute agreements and all project-related documents for the Ellis Road Widening. The Florida Department of Transportation (FDOT) has indicated that Resolution 2025-010 is not acceptable due to it specifically referencing the former County Manager (Frank Abbate) by name. FDOT has requested that the County prepare a new resolution utilizing titles, such as Interim County Manager or County Manager. FDOT has indicated that the new Resolution is acceptable.
