Summary Explanation and Background:
At the October 18, 2016, Commission Board Meeting, the Board approved a Fee Resolution for Development Applications (Attachment A; Resolution 16-189). The Utility Services Department was not included in the updated fee structure.

The Utility Services Department is operating on a development fee schedule approved at the Commission Board Meeting held on May 14, 1985 (see Attachment B). Per the 1985 referenced resolution, the Utility Services Department receives a maximum development fee of $250. This generates less than $10,000 per year in development fees. In addition, the resolution in Exhibit 'B' has no fee structure to address several aspects associated with the development coordination process, which includes, but is not limited to, such things as review efforts for various types of development and inspections.

This Department has multiple staff members, either full or part-time, who are responsible for ensuring that all reviews, inspections, and documentation preparation are performed for assets that will be conveyed to this Department.

The Utility Services Department is requesting to utilize specific fees from the resolution in Exhibit A of Resolution 16-189 to be applied for development efforts specifically for this Department.
