Summary Explanation and Background:
The City of Melbourne Grant Street Water Reclamation Facility Upgrade Project is a substitute project approved by the County Commission in 2019 and remains included in the current Save Our Indian River Lagoon Project Plan. This project will reduce an estimated 18,052 pounds per year of total nitrogen and 9,761 pounds per year of total phosphorus from entering the lagoon through additional treatment of domestic wastewater to be reused for irrigation.
The original Agreement was executed on November 4, 2019, for $5,415,600.00 with a completion date of March 31, 2023. Amendment 1 was executed on April 30, 2020, to revise the eligible Save Our Indian River Lagoon Tax Funding Cost Share from $300 to $375 per pound of total nitrogen removed and update the County Project Manager. Amendment 2 was executed on March 23, 2023, to extend the completion date by six months to September 30, 2023, and update the liability and insurance, termination, severability, and E-Verify sections of the contract. This requested amendment extends the completion date by 30 months to March 31, 2026.
