Fiscal Impact:
Based on the proposal of the number one-ranked firm (Benesh), the impact fee study for Emergency Medical Facilities/Fire Rescue Facilities is $37,982. The impact fee study for transportation, solid waste, libraries, and correctional facilities is $181,988.

Recommendation
It is requested that the Board of County Commissioners approve the following:
1. Approval to proceed with an impact fee study for Emergency Medical Facilities/Fire Rescue Facilities; or
2. Approval to proceed with an impact fee study for all of the County's impact fee programs; and
3. Approval of the Selection and Negotiation Committee's recommendation of the number one-ranked firm, Benesch.
4. Authorize the Selection and Negotiation Committee to negotiate the professional service contract with the number one-ranked firm, authorize the County Manager to execute the contract, and approve all budget change requests to commence the impact fee study.

Summary Explanation and Background:
The County's Selection and Negotiation Committee (the Committee) met in public on April 28, 2025, to discuss the three proposals it received for a new impact fee study for the County's Impact Fee Program(s). The following proposals were received: Benesch, DTA, and Raftelis. The Committee unanimously ranked Benesch as the number one-ranked firm to perform the impact fee study. It was the Committee's recommendation to bring the number one-ranked firm back to the Board for approval. According to Section 163.31801(4)(a), Florida Statutes, the County must adopt the new study within 12 months of initiating the new impact fee study if the County increases impact fees.
