It is requested that the Board of County Commissioners approve and authorize the Chair to execute the Memorandum of Agreement with the City of Palm Bay establishing the Climate Pollution Reduction Grant Coalition (MOA).

Summary Explanation and Background:
On April 1, 2024, the County and City of Palm Bay submitted a grant to obtain a zero-match Climate Pollution Reduction Grant (CPRG) from the United States Environmental Protection Agency (EPA). Instead of going after the same grant individually, the County and City formed a Coalition as part of the CPRG application process to go after more funding, with the County serving as the lead applicant. As part of the CPRG application process and to be considered for funding, a memorandum of agreement between coalition members is required to be executed and submitted to the EPA by July 1, 2024. The EPA provided guidance on what information needs to be included in the memorandum of agreement, including, but not limited to, the operating model of the Coalition and a statement that the lead applicant will be accountable to the EPA and be responsible for effectively carrying out the full scope of work and proper financial management of the grant. The attached MOA addresses the EPA's requirements and also provides that the City shall be responsible for reimbursing the County for any City work deemed ineligible for grant funds.
