Requested Action:
Recommendation
It is requested that the Board of County Commissioners approve the following actions for State Fiscal Year 2026 Public Transit Block Grant from the Florida Department of Transportation in the amount of $1,930,380:
1. The Chair to sign the Authorizing Resolution,
2. The Chair to sign the follow-up grant agreement, contingent upon County Attorney and Risk Management approval,
3. The Transit Director to execute any additional follow-up documentation, resolutions, and amendments necessary to secure these funds,
4. Authorize the County Manager to execute necessary Budget Change Requests.

Summary Explanation and Background:
The State Block Grant Program is one of the funding mechanisms of the Florida Department of Transportation for transit agencies throughout the state. The source of funding for the program is from the State of Florida's Transportation Trust Fund and is allocated to transit systems based on ridership, revenue miles and population.
Space Coast Area Transit uses the entire Block Grant funding allocation for transit operations such as fuel purchases, contracted services, and compensation and benefits. The Block grant total allocation is $3,860,760 with a 50% local match of $1,930,380. In addition, to the 50% match requirement, Block Grant Program funding cannot exceed local revenue received during the term of the agreement and Block Grant Program funds shall not supplant local tax revenues made available for operations in the year immediately preceding this agreement. Fiscal impact for County FY2024/2025 (SFY26) will be $1,930,380 funded by General Fund allocations.
