Fiscal Impact:
The first year fiscal impact to the EEL Program referendum funds will depend on which option is chosen by the Board of County Commissioners and then ongoing maintenance costs of the parcels will be approximately $12,000 per year.

Recommendation
It is requested that the Board of County Commissioners:
1. Approve the transfer of the identified parcels (IDs 26-36-02-00-500, 26-36-02-00-502, and 26-36-11-00-6) to the Environmentally Endangered Lands (EEL) program;
2. Select and approve an option regarding costs associated with the land transfer;
3. Authorize EELs to enter into a Friends of the Hundred Acre Hollows Agreement with Hundred Acre Hollows, Inc.;
4. Authorize the Parks and Recreation Department Director to endorse the Agreement and any renewals, amendments, or modifications upon approval by the County Attorney's Office and Risk Management; and
5. Authorize the County Manger to execute all necessary budget amendments (BCRs) or other administrative actions necessary to support the land transfer.

Summary Explanation and Background:
On July 8, 2014, the Board of County Commissioners (BoCC) authorized the transfer of $57,270 from the General Fund to the Utility Service Department for the conveyance of three parcels (IDs 26-36-02-00-500, 26-36-02-00-502, and 26-36-11-00-6). These parcels, collectively referred to as the Hundred Acre Hollows, total approximately 114 acres. On July 7, 2015, the BoCC declined to sell the parcels due to issues regarding access and environmental impacts to numerous gopher tortoises and other species.
