Recommendation
It is requested that the Board of County Commissioners approve use of ARPA funds for West Cocoa Stormwater Improvements; Authorize the County Manager to execute all necessary budget change requests for ARPA funded expenditures approved by the Board; Authorize Purchasing Services to issue and award competitive solicitations; Authorize the County Manager to execute all contracts, contract amendments, task orders, work orders and any necessary extensions upon review and approval by the County Attorney’s Office, Risk Management and Purchasing Services.

Summary Explanation and Background:
On September 14, 2021, and October 25, 2022, the Board of County Commissioners approved the allocation of ARPA funds to qualified expenditures, including Infrastructure, Negative Economic Impacts, Public Health, and Revenue Replacement. These allocations include stormwater improvement projects throughout the County, which qualify under ARPA Category 5.6, Infrastructure- Clean Water: Stormwater.
It is requested that $1,286,013 in previously allocated ARPA funds be reallocated to West Cocoa Stormwater Improvements. This is a multiphase regional stormwater project to improve the drainage channel, upsize culverts, and mitigate flooding along Lake Drive and Mud Lake in West Cocoa. This project includes additional funding sources such as grants and stormwater assessment fees. The following table details the reallocation.
