Summary Explanation and Background:
To bring the South Beaches Wastewater Treatment Plant (WWTP) into compliance with Florida Statute 403.086, the existing 6 million gallon per day (MGD) oxidation ditches must be upgraded to meet Advanced Wastewater Treatment (AWT) standards. These improvements are necessary to ensure the facility satisfies current regulatory nutrient removal requirements and continues to protect water quality in the surrounding environment.

The Utility Services Department issued RFQ-7-23-05 for professional engineering services related to the required upgrades and, on January 16, 2024, awarded this contract to Jacobs Engineering Group, Inc. Subsequent task orders have been issued under this RFQ, and the consultant has completed a treatment alternative analysis and preliminary design for the project.

The Department has secured funding from the Florida Department of Environmental Protection (FDEP), including Grant Agreement LPA0421 in the amount of $12M, and an additional $2M from recently awarded, for the design and construction of these improvements. This brings the total non-match FDEP funding to $14M. All task orders issued to date have been funded through these grants.

The Department is now requesting Board approval of Task Order No.5 for Jacobs Engineering Group, Inc., to advance the project from preliminary design to final design. The Department is also requesting authorization for the County Manager to execute future task orders and related amend...
