Requested Action:
Recommendation
It is requested that the Brevard Mosquito Control District Board / Board of County Commissioners:
1) approve the Brevard Mosquito Control District's funding request to SJRWMD for the South Beaches Culvert Replacement Project;
2) authorize the County Manager to execute the funding agreement and future amendments and modifications, if funding is awarded by SJRWMD, upon review and approval by the County Attorney's Office, Risk Management, and Purchasing Services;
3) authorize the County Manager to execute all necessary budget amendments (BCRs)

Summary Explanation and Background:
The Brevard Mosquito Control District manages the South Melbourne Beach impoundments using seasonal water level management, native mosquitofish stocking, and other environmentally friendly techniques that help control salt marsh mosquito populations while supporting the wetland environment. Water-control structures and culverts connect the impoundments with the Indian River Lagoon, allowing staff to manage water levels while maintaining water and fish exchange. Several of these structures are damaged or no longer functioning properly. Restricted water flow makes the impoundments more difficult to manage and reduces the reliability of this long-standing mosquito control practice.
