Recommendation
Pursuant to the Public Schools Facility Planning and Concurrency Interlocal Agreement, it is requested that the Board appoint Brian Lock, Interim Assistant Director, as the County's primary representative and Billy Prasad, Special Projects Coordinator IV, and Keith Neterer, Planning and Development Support Services Manager, be appointed as Alternate representatives to (ILA) Capital Outlay Committee (COC).

Summary Explanation and Background:
The aforementioned appointment will replace Amanda Elmore, Deputy Director of Natural Resources, and Jeffrey Ball, Planning and Zoning Manager. Ms. Elmore was the former Planning and Development Assistant Director but has been recently promoted to Deputy Director of Natural Resources. Jeffrey Ball, Planning and Zoning Manager, who is the current alternate member has other board meetings that now conflict with the COC meeting schedule. Having three appointees will reduce the potential of scheduling conflicts or other unforeseen issues to ensure representation.

Chapter 163, F.S. requires that local governments implement a concurrency program for public schools and to include a Public School's Facilities Element within each jurisdiction's Comprehensive Plan. The statutory requirement recognized the importance of public schools as an essential component of community viability. In 2008, the Brevard County School Board, Brevard County, and local municipalities jointly participated in the development of a Comprehensive Plan Public School Facilities Element and Public-School Facility Planning Concurrency Interlocal Agreement (ILA).
