It is requested that the Board of County Commissioners approve and authorize the Brevard County Utility Services Department to apply for Florida Department of Environmental Protection grants and use matching funds for: South Beaches 2nd Deep Injection Well ($10 million), and South Beaches 6 MGD AWT Conversion ($10M).

Summary Explanation and Background:
The Florida Department of Environmental Protection (FDEP) is currently accepting applications for grants associated with the Indian River Lagoon Water Quality Improvement Grant Projects. It is the request of this Department to pursue grant funds through this cycle for the South Beaches 2nd Deep Injection Well and South Beaches 6 MGD Advanced Wastewater Treatment (AWT) Conversion. The estimated construction cost for both projects is $22M and $28M, respectively.
This Department has received grant funds from both projects and will be requesting additional funds for the existing grants. Both projects are currently in design and are anticipated to begin construction in 2027.
These projects are necessary to comply with the requirements of Florida Statutes (F.S.) 403.064 and 403.086. Under F.S. 403.064, the South Beaches WWTP must implement water reuse to the extent feasible and eliminate nonbeneficial surface water discharges by January 1, 2032.
