Fiscal Impact:
The total land purchase contract cost is $5,000,000. Funding for the land purchase will consist of $5,000,000 from Utility Services connection fees. Any services for due diligence and inspections needed for closing will be paid by Utility Services connection fee funds.

Summary Explanation and Background:
The subject property is located in Section 09, Township 30 South, Range 38 East, on Edisto Drive, and north of Dottie Drive in Grant.

In 2021, the State of Florida passed FS 403.064 which requires eliminating nonbeneficial surface water discharge by January 1, 2032.

In 2021, the State of Florida passed FS 403.086 which requires reuse facilities (i.e. wastewater treatment plant that produces reuse) to function as an Advanced Wastewater Treatment (AWT) facility.

In 2024, the Environmental Protection Agency (EPA) announced the final National Primary Drinking Water Regulations (NPDWR, 40 CFR Parts 141 and 142) for perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS). If required monitoring shows that drinking water levels exceed maximum contaminant levels, Public Water systems are required to implement solutions to reduce per and polyfluoroalkyl substances (PFAS) within 5 years as set by the EPA.
