It is requested that the Board of County Commissioners consider a 90-day temporary waiver of permit fees for window and door building permits in order to assist with recovery efforts related storm damage caused by Hurricane Ian.

Summary Explanation and Background:
On October 11, 2020, the Board approved a temporary waiver of roof repair/replacement, fencing, air conditioning equipment repair, screen/pool enclosure repair, repair of carports, drywall repair, and the repair of damaged mobile homes. The timeframe of this waiver will correspond with the aforementioned waiver and expire on January 10, 2023. Refunds will be processed for window and door permits received between October 12th and October 25th. This will help our citizens through the storm recovery process by lessening the financial impact in making hurricane damage repair work.
The enactment of a permit fee waiver may have a fiscal impact to the budgets of those agencies that perform permit review and inspection services and include: Building Code, Fire Prevention, Zoning, Land Development, Natural Resources Management, and Utilities Department.
Based on the impact from the similar 90-day waiver granted in the aftermath of Hurricane Irma in 2017, staff estimates the impact of this waiver to be $143,035. Planning and Development has sufficient funds in its restricted reserves to absorb this impact.
