It is requested that the Board of County Commissioners provide direction to staff on funding the necessary repairs due to hurricane damage to parks.

Summary Explanation and Background:
To expedite the repairs of the damage caused by Hurricanes Helene and Milton to numerous Parks and Recreation facilities throughout Brevard County, staff has identified alternative potential methods to fund and bid necessary engineering, design, and construction of damaged park and recreation facilities. Two of these options will move these projects forward in a timely manner as described in the attached memo.
Options for Board consideration include:
1. Authorize the County Manager to advertise a Public Hearing for the January 28th Board Meeting to recognize unanticipated Balance Forward received from Charter Officer excess fees in the General Fund and appropriate an amount not exceeding $2,342,601. Unanticipated Balance Forward is typically recognized in April upon completion of the annual financial statements. Authorize the County Manager to approve all necessary budget change requests.
2. Loan from General Fund reserves on an as-needed basis, not exceeding $2,342,601. Authorize the County Manager to execute internal loan documents and authorize the County Manager to approve all necessary reasonable and appropriate budget change requests to implement this request.
3. Do not proceed with repairs until another source of funding has been identified and approved by the Board.
4. Other direction as provided by the Board.
Since Hurricane Milton struck in October, Parks and Recreation staff has completed numerous clean-ups, maintenance, and repair of damaged areas not included in the attached memo so that parks and facilities could be reopened and made available to the ...
