It is requested that the Board of County Commissioners authorize legislative intent and permission to advertise a public hearing to amend the Brevard County Code of Ordinances, modifying Chapter 14, Article II to reflect changes made to the Florida Statutes regarding Dangerous Dogs.

Summary Explanation and Background:

 

On July 1, 2025, new legislation known as the Pam Rock Act went into effect, enacting new requirements for local governments and dog owners regarding Dangerous Dogs and amending Chapter 767 of the Florida Statutes.

 

The proposed amendments to Chapter 14, Article II of the Brevard County Code would update the Code to reflect the changes to the Dangerous Dog regulations made by the Florida Legislature. These changes include:

                     Requirement for Animal Services to confiscate dogs prior to a Dangerous Dog hearing if the dog bite incident is Level 4 or Level 5 on the Dunbar Bite Scale;

                     New requirements for owners of Dangerous Dogs to acquire liability insurance and secure the dog;

                     Penalties for violating the requirements of the Pam Rock Act and interfering with Animal Services Officers; and

                     Requirement for Dangerous Dogs to be labeled as such when placed for adoption.

 

The proposed amendments would also codify additional administrative procedures for Animal Services in enforcing Dangerous Dog regulations.
