It is requested that the Board of County Commissioners approve the recommended revisions to Board Policy BCC-23, “Safeguard of County-Owned Property.”

Summary Explanation and Background:
The Board Policy BCC-23 provides controls to safeguard and maintain effective controls to manage the County’s real and tangible personal property. The following are the revisions recommended to Board Policy BCC-23:
1. Recommended several grammatical changes.
2. Recommend adding a threshold for “Improvements Other Than Buildings, Capitalization Threshold is equal to or more than $5,000. This threshold is recommended and is similar to the thresholds established for similar properties, such as Land Improvements and Intangible Assets.
3. Recommend adding a threshold for “Leasehold Improvements, Capitalization Threshold equal to or greater than $35,000. This threshold is recommended and is similar to the Building and Building Improvement threshold.
4. Reworded Section C.d. to make it clear that the County Manager or designee may sell or dispose of surplus tangible personal property that is either 5 years old or has a depreciated value of less than $5,000; tangible personal property over this threshold must be approved by the Board.
5. Recommend amending Section C.g. to reflect that thresholds of $200,000 or lower, the County Manager may cancel Construction in Progress. Anything over this threshold will go to the Board to consider canceling. The $200,000 threshold for the County Manager has been established in Board Policy BCC-21, BCC-25, and BCC-27.
