Recommendation
It is requested that the Board of County Commissioners:
- Authorize the development and advertisement of an RFQ for Construction Management Services for the construction of the new EOC;
- Approve the selection and negotiation committee consisting of:
o John Scott, Emergency Management Director;
o Tim Lawry, Public Works Facilities Manager;
o Allan Moros, Brevard County Sheriff's Office;
- Authorize the County Manager to execute any resulting contracts, contract amendments, and contract extensions, as required, upon review and approval by the County Attorney's Office, Risk Management, and Purchasing Services; and
- Authorize the County Manager to approve any necessary budget change requests

Summary Explanation and Background:
In light of the recent commitment of funding from the Board of County Commissioners for construction of the new EOC in Rockledge, Purchasing Services, on behalf of Public Works is ready to develop and solicit a Construction Management Firm to oversee the construction of a new EOC.
Upon approval, Purchasing Services and Public Works Facilities will develop and advertise the RFQ, with an estimated advertising date in mid to late May. Responses will be opened in June and the selection and award of a contractor will be made in advance of completion of the revised EOC drawings (additional square footage being added to the original design). This will allow the County and the construction management firm to begin solicitation and selection of a general contractor that will construct the new EOC.
