Recommendation
It is requested that the Brevard Mosquito Control District Board:
1) approve for the Mosquito Control District to apply for FDEP Waste Tire Amnesty Funding
2) authorize the County Manager to execute the funding agreement, future amendments and modifications, if funding is awarded by FDEP, upon review and approval by the County Attorney's Office, Risk Management, and Purchasing Services
3) authorize the County Manager to approve all associated budget change requests

Summary Explanation and Background:
FDEP has funding available to help reduce waste tires through tire amnesty events. Rainwater can accumulate in tires, thus creating substantial habitat for mosquitoes to lay eggs, which develop into flying, biting adult mosquitoes. This, in turn, increases the risk of mosquito-borne illnesses such as dengue and Zika viruses, and dog heartworm. Therefore, Mosquito Control routinely collects and transports illegally dumped tires to County Disposal Facilities.

Through this funding program, the FDEP will assist by reimbursing the cost of tire transportation and processing during amnesty events, which allow the public to dispose of waste tires free of charge. The Mosquito Control Department, in partnership with the Solid Waste Department and the Florida Department of Health in Brevard County, will oversee tire collection and disposal during such events, including transport to the appropriate landfill.
