Recommendation
It is requested that the Board of County Commissioners:

(1) authorize Purchasing Services to competitively solicit for Just-in-Time inventory management for automotive parts and supplies for the County's Fleet Services.
(2) Authorize the County Manager to execute a contract with the most responsible, responsive bidder with the lowest price for Just-in-Time inventory management for Fleet Services automotive parts and supplies within the Board's Adopted Budget.

Summary Explanation and Background:
For the past five (5) years, the County has an on-site just-in-time provider for inventory management of the County's automotive parts and supplies for the repair and maintenance of fleet vehicles, trucks, and generators. Prior to the competitive solicitation for Just-in-Time inventory management provider, Fleet Services had an inventory of automotive parts and supplies that required (1) storage, service and parts room operation, management and staffing, (2) part replacement and warranty management, (3) inventory, and (4) stock and non-stock parts sourcing of original equipment aftermarket parts, equipment and supplies.

Just-in-Time inventory management for auto parts and supplies provides the County with advantages such as reduced inventory costs, less waste, improved cash flow, and higher efficiency by receiving parts when needed, minimizing storage, preventing from over ordering, and eliminating parts obsolescence while providing better quality control and faster response to changes in automotive parts.
