Fiscal Impact:
The Project is estimated to cost $1,607,034. The County is responsible for costs associated with its roadway segments, estimated at $745,904. Funding for the County's portion is budgeted in the FY26 Capital Improvement Plan for Resurfacing and Reconstruction. The City shall be responsible for all costs associated with its roadway segments, estimated at $861,130. The City will provide funding for its segments to the County prior to construction commencement. The City is also responsible to fund 100% of change orders for its segments.

Recommendation
It is requested that the Board of County Commissioners:
1) approve and authorize the Chair to execute the Interlocal Agreement with the City of Palm Bay for the Babcock Street Reconstruction and Resurfacing project;
2) authorize the County Manager to execute any necessary agreement-related documents, such as amendments, and conveyance documents, contingent upon review and approval by the County Attorney's Office, Risk Management, and Purchasing Services; and
3) authorize the County Manager to execute all necessary Budget Change Amendments (BCRs).

Summary Explanation and Background:
The County and the City of Palm Bay previously entered into an interlocal agreement for the St. Johns Heritage Parkway (SJHP) Intersection and Babcock Street which was recorded on April 30, 2020. Since then, the City completed the SJHP Intersection improvements. The 2020 interlocal agreement also outlined the long-term responsibilities for Babcock Street.
