Fiscal Year 2025-2026 Disbursement to Brevard County School Board are currently budgeted at $23,060,743.00, contingent on actual collection amounts. If approved, $9,903,325.44 will be distributed to the Brevard County School Board.

Recommendation
It is requested that the Board of County Commissioners authorize the disbursement of Educational Impact Fees in the amount of $9,903,325.44 to the Brevard County School Board, in accordance with the interlocal agreement, and authorize the County Manager to execute all necessary budget amendments (BCRs) to implement this disbursement.

Summary Explanation and Background:
On July 14, 2025, and again on October 20, 2025, the Impact Fee Advisory Committee for North and South Educational Facilities Impact Fee Benefit Districts met and voted to adopt project funding recommendations. The Impact Fee Advisory Committee consists of one representative from each of the following: the Brevard County School Board, Brevard County Board of County Commissioners, and each municipality within the benefit district that participate and have enter interlocal agreement in the Educational Facilities Impact Fee Program.

The July 14, 2025, recommendations were approved by unanimous vote and the October 20, 2025, recommendations were approved by a majority vote. Dissenting votes at the October 20 meeting were from the City of Palm Bay and the City of West Melbourne representatives. Both voted against Recommendation 3, reallocating the use of South Benefit District funds for Separate Day School (which is located within the boundaries of the North Benefit District), which were previously allocated to South Area Capacity during the July 14, 2025, meeting.
