Fiscal Impact:
The project is estimated to cost $606,500. The County is responsible for construction costs estimated at $506,500. Funding for the County’s portion is budgeted using Transportation Impact Fees. The City of Melbourne is responsible for $100,000 that will be provided to the County prior to construction commencement.

Recommendation
It is requested that the Board of County Commissioners:
Approve and authorize the County Manager to execute the Interlocal Agreement with the City of Melbourne for the N. Wickham Road and Lake Washington Road Intersection Improvements;
Authorize the County Manager to execute any necessary agreement-related documents, such as amendments, and conveyance documents, contingent upon review and approval by the County Attorney’s Office, Risk Management, and Purchasing Services; and
Authorize the County Manager to approve any Budget Change Requests (BCR’s).

Summary Explanation and Background:
In 2017, the Space Coast Transportation Planning Organization engaged a consultant to complete the N. Wickham Road Operational Analysis identifying certain improvements along N. Wickham Road between Eau Gallie Blvd and Lake Washington Road. While the analysis identified major capacity improvements, funding constraints have limited the improvements to target roadway, drainage and safety enhancements for active transportation users in the corridor.

The County and the City have determined that certain safety improvements are needed at N.
