It is requested that the Board approve a resolution adopting the 2025 Brevard County Comprehensive Emergency Management Plan (CEMP).

Summary Explanation and Background:
The Comprehensive Emergency Management Plan (CEMP) is required for all counties by Florida Statute 252 and pursuant to Florida Administrative Code 27P-2 must be updated and submitted to the Florida Division of Emergency Management (FDEM) every four (4) years.
• Once submitted and reviewed, FDEM provides an Adopted Pending Approval letter.
• The CEMP must then be adopted by the Board to receive full approval.
o FDEM has determined that Brevard County CEMP is compliant with all required state standards and is ready for formal adoption
The 2025 update to the CEMP focused on streamlining the document to improve readability and adapts core concepts to meet the needs of today’s complex disaster environment.
Key updates include:
• Added the Brevard County Emergency Management Ordinance to Authorities
• Clarified the Emergency Coordination Group and its role
• Refreshed the Emergency Support Function (ESF) Annex
• Centralized hazard-specific plans into one All-Hazards Protective Action Annex to simplify tactical response coordination.
• Removed redundant/duplicative information
• Developed a CEMP Executive Summary
A CEMP is an All-Hazards framework that unites all agencies and phases of emergency management to ensure clear roles and coordinated action that reduces risk, protects lives and property, and maintains essential services during crises.
