It is requested that the Board of County Commissioners approve advertisement for construction bids regarding the relocation of the 12-inch reuse main on Viera Blvd and authorize the County Manager to execute all contract documents and all necessary budget amendments (BCRs) and documents associated with the project.

Summary Explanation and Background:
Upon completion of the original Capital Improvement Project in 2023 for the extension of the reuse main from Holiday Springs Road to Grand Isle Boulevard, it was determined that approximately 575 linear feet of the reuse main was installed outside of the intended alignment. This realignment was made to avoid an unknown utilities conflict identified during construction. Unfortunately, the realignment placed the reuse main within an undetected conservation easement since the area between the roadway and the sidewalk is consistently mowed (see Attachment A).

The Utility Services Department has attempted, over the past 2 years, to have the conservation easement vacated by the St. Johns River Water Management District (SJRWMD) and to acquire the necessary easements to leave the reuse main in place. SJRWMD acknowledges that the area containing the reuse main should not have been included in the conservation easement. However, the requirements of vacating the conservation easement to allow the current reuse main to remain in its current location exceed the feasibility of relocating the reuse main to the adjacent Viera Boulevard right-of-way.
