Recommendation
It is requested that the Board approve partial funding of the Phase 2 study for a proposed Port St. John Regional Wastewater Treatment Plant in the amount of $1.717 million from the Utility Services Fund; authorize the County to pursue the Phase 2 study either in cooperation with the EDC as a sub-grant recipient, or as the primary MIR grant recipient; authorize the County Manager to execute any grant agreement(s) and amendment(s), upon County Attorney, Risk Management and Central Services review; and authorize the County Manager to execute and submit required budget change request (BCR), amend the five-year Capital Improvements Plan (CIP) as it relates to this project, and any documents, reimbursement requests, amendments, or other administrative actions necessary to leverage the MIR grant funding.

Summary Explanation and Background:
In 2022, the Economic Development Commission (EDC) of Florida's Space Coast obtained a state grant to analyze options to address the limited wastewater treatment plant capacity at the Cape Canaveral Space Force Station (CCSFS). All wastewater generated at the NASA and CCSFS federal property is being treated and disposed of at the CCSFS wastewater treatment plant. As private investment at the NASA property is occurring, it is resulting in the wastewater treatment capacity being minimized. The purpose of the grant the EDC received was to explore high level options of how to address the need for additional wastewater treatment capacity to serve the above-mentioned federal property.
