Summary Explanation and Background:

On August 06, 2026, the Board approved a change of zoning from BU-1 to BU-2 with a BDP. Specifically, the requested uses include:

•                     Permitted Uses: Dry cleaning and laundry pickup stations; feed and hay for animals and stock; glass installation; plumbing and electrical shops; testing laboratories; welding repair (except metal fabrication); and wholesale salesrooms and storage rooms.

•                     Uses Permitted with Conditions: Building materials and supplies; commercial entertainment and amusement enterprises (small scale); contractor’s offices, plants, and storage yards (existing business proposed for expansion); garage or mechanical service; service station for automotive vehicles and U-Haul service; and warehouses.

Staff has reviewed the BDP and determined it meets this criteria.

A BDP (Binding Development Plan) is a voluntary agreement presented by the property owner to self-impose limits upon development of a property in support of the change of zoning or conditional use permit. Pursuant to Section 62-1157, a BDP shall be recorded in the public records within 120 days of the Board’s approval of the zoning request. Following staff and legal review, the BDP is presented to the Board in recordable form as a Consent Agenda item to finalize the zoning action.

Clerk to the Board Instructions:

Upon recordation, please return one certified copy of the BDP to Planning and Development.
