Fiscal Impact:
If approved, $250,000 in Library Impact Fees will be disbursed at the beginning of each fiscal year, for the next three years, for the project listed below. The Impact Fees that will fund the project recommendation have been collected in prior years. Collections from Impact Fees accumulate in Reserves for Capital Outlay until projects are identified and approved. Upon request, they are disbursed to the municipality/agency where impact fees were assessed. The Library Impact Fee Trust Fund has collected an average of $335,692.00 each year in impact fees between 2023 and 2025, which is sufficient to fund this request.

It is requested that Board of County Commissioners consider approval of the disbursement of $250,000 in Library Impact Fees per fiscal year for the next three fiscal years in accordance with the recommendation prepared by the Library Impact Fee Advisory Committee and authorize the County Manager to execute all necessary budget amendments (BCRs) required for implementing these appropriations.

Summary Explanation and Background:
The Library Impact Fee Advisory Committee met on June 23, 2026, and unanimously adopted the project funding recommendation itemized below. The Library Impact Fee Advisory Committee consists of one representative from Brevard County and each of the municipalities in Brevard County except for the City of Cape Canaveral (which has adopted its own Library Impact Fee program and does not participate in the Brevard County Library Impact Fee Program).

Project Funding Recommendations:

* Appropriate $250,000 in Fiscal Year 2027 for the continued funding of the McNaughton Plan and to expand support for e-book collections to include licenses.
