Recommendation
It is requested that the Board of County Commissioners: 1) Authorize the Chair to execute an Amendment to Grant Agreement HL197 between Brevard County and the Florida Department of Commerce; 2) Authorize matching funds; 3) Authorize the County Manager, with County Attorney, Risk Management, and Purchasing Services approval, to advertise and award projects, and execute contracts, amendments, task orders, and change orders, as required in excess of $200,000, to accomplish work approved under the State grant; and authorize necessary Budget Change Requests.

Summary Explanation and Background:
On February 18, 2024, Grant Agreement Number HL197 was executed between the Florida Department of Commerce and Brevard County for the Brevard County-Blue Crab Cove Working Waterfront Facility Project, with funds designated for the reconstruction of the working waterfront site, Ms. Apples Crab Shack. The current grant expiration date is June 30, 2026; however, significant damage to the project site from Hurricane Milton and required damage assessments by FEMA and Brevard County Risk Management have resulted in construction delays. A demolition contractor has been secured, and demolition work is underway, reflecting active project progress. If approved, Amendment One to Grant Agreement HL197 will extend the grant expiration date to June 30, 2027, which is necessary to allow the project to proceed and be completed.
