Fiscal Impact:

The fiscal impact for the emergency temporary rental of four (4) deep injection well pumps is estimated not to exceed $84,455 per month.  The fiscal impact to purchase four (4) permanent deep injection well pumps is estimated at $1,433,428.  Costs associated with the request will be funded by the Utility Services Department Operating and Maintenance Fund.

Recommendation

It is requested that the Board of County Commissioners authorize the Utility Services Department:

 

1.                     Continued Emergency rental of four (4) temporary deep injection well pumps for the South Beaches Wastewater Treatment Plant not to exceed $84,455 per month until the permanent pumps can be delivered and installed; and

2.                     Purchase four (4) new deep injection well pumps utilizing the current approved sole source supplier, Xylem Dewatering Solutions, Inc., not to exceed $1,433,428; and

3.                     Authorize the County Manager to make any necessary budget adjustments (BCRs) for the purchase of the new pumps.

Summary Explanation and Background:

The Utility Services Department is seeking Board approval for the purchase of four permanent deep injection well pumps plus the payment to Xylem Dewatering Solution, Inc. of five invoices from November through March 2026 and the continued rental costs of the temporary deep injection well pumps until the permanent pumps are installed. The total overall cost of the rental pumps is anticipated to be $896,245.56 with a September 2026 install.

 

This effort was deemed necessary in response to Florida Department of Health Consent Order (OGC file #25-1121) which was received on June 25, 2025 (Attachment B). The consent order is related to past wastewater discharges from the South Beaches WWTP to the Indian River Lagoon.  The order requires the County to complete the installation of the necessary pumping equipment associated with the existing Class I injection well (IW-1) and for it to be fully operating at disposal capacity by July 1, 2026. 

 

Brevard County Utility Services Department took corrective action by installing larger temporary deep well injection well pumps prior to the July 1, 2026, deadline. Upsizing the pumps, during the rental and permanent phase, ensures that the probability of any discharges to the Indian River Lagoon are eliminated.

 

The Department intends to utilize the Board-approved standardized equipment list for the purchase of the new pumps.  The Board approved the standardized equipment list, which include Godwin portable and diesel pumps, on January 23,2024. These pumps are only available from a single vendor, Xylem Dewatering Solutions, Inc., and therefore would not be competitively bid.
