Fiscal Impact:
The estimated capital cost to be financed by SRF for each South Beaches project is as follows:
• Deep Injection Well Improvements - $23,911,406
• Wastewater Treatment Facility to AWT Conversion - 6 MGD Treatment Train - $22,920,257
• Riverside Drive Force Main Improvements - Riverside Drive 30-inch Parallel Force Main - $19,736,302

It is requested that the Board of County Commissioners conduct a public hearing for approval of a resolution adopting the Facility Plans for the following South Beaches Projects: (1) Deep Injection Well Improvements, (2) Wastewater Treatment Facility to AWT Conversion-6 MGD Treatment Train, and (3) Riverside Drive Force Main Improvements-Riverside Drive 30-inch Parallel Force Main.

Summary Explanation and Background:
The Utility Services Department has various projects underway, which are required by State and Federal law related wastewater nutrient reduction. Although SRF typically caps its loan amount to utility departments at approximately $25M, it is an option for funding the projects, even though it may be a partial fund. The advantage of SRF is that it is a low-interest loan through the State via the Environmental Protection Agency. Typically, the interest rate is 2-3% less than the bond market.
During the January 13, 2026, Board meeting, approval was given for the Department to apply for SRF funding for the Utility Services Projects that are outlined in this agenda item. As part of the SRF application process, the municipality is to complete a Facility Plan. Facility Plans are required to demonstrate that the proposed project is technically sound, cost-effective, and the best solution to meet regulatory and environmental requirements. With the approval of the Facility Plan, a resolution will be adopted. This resolution has been reviewed and approved by the County Attorney’s Office and was advertised in Florida Today on March 19, 2026.
Additionally, as part of the SRF process, a public hearing is required to be held to explain the proposed projects, the capital cost, the long-term financial impact on the customers, and give the public to participate in evaluating the project alternatives.
In addition to seeking SRF funding, the Department has been actively pursuing grant funding for these projects and has received the following funds to support these projects:
• South Beaches Deep Injection Well Improvements - $2M FDEP grant for design
• South Beaches Wastewater Treatment Facility to AWT Conversion - 6 MGD Treatment Train - $14M FDEP grant for design and construction
• Riverside Drive Force Main Improvements - $1.8M ARPA for design, $14M FDEP grant for design and construction
