Recommendation
It is requested that the Board approve the Single Source Request for this Department to purchase the specified clarifier equipment from WesTech Engineering, LLC.
It is also requested that the Board authorize the County Manager to: execute the Single Source Justification and Approval Form, approve any required budget change request (BCR), amend the five-year Capital Improvements Plan (CIP) as it relates to this project, and any reimbursement requests, amendments, or other administrative actions to initiate the single source purchase.

Summary Explanation and Background:
Brevard County Utility Services Department (BCUSD) owns and operates the Mims Water Treatment Plant (WTP) serving customers in the Mims Service Area. The Mims WTP has two treatment trains consisting of two separate clarifier and filter units running parallel to produce potable water for BCUSD customers. BCUSD identified the need to restore the WTP capacity by rehabilitating the solids contact clarifiers and contracted an engineering consultant, Black & Veatch, to assess the condition of the clarifiers and identify the improvements needed to restore the WTP capacity.
BCUSD’s consultant evaluated the rehabilitation of the existing solids contact clarifiers and determined that the clarifier structures are still in useful condition. However, the internal mechanical equipment has reached the end of its useful life and must be replaced.
The justification for our request to single source WesTech Engineering, LLC for the Mims WTP clarifier equipment is as follows:
• The existing clarifiers and associated equipment were originally manufactured by WesTech. Utilizing WesTech for the equipment replacement will upgrade the existing clarifiers to modernized technology.
• Mims WTP operations staff are familiar with WesTech’s clarifier equipment operations and maintenance, which minimizes the transition to new protocols and maintenance with the upgraded equipment.
• Since the existing clarifier structures were manufactured by WesTech, utilizing their clarifier equipment minimizes structural modifications during installation.
To minimize the duration time for the WTP improvements, BCUSD is pursuing a single source pre-purchase of the clarifier equipment which is estimated to have a 26-week lead time for production and delivery.
This Single Source was advertised by the Purchasing Services, with no objection from any other vendor.
