Recommendation
It is requested that the Board of County Commissioners execute a resolution amending the “Criteria for Water and Sanitary Sewerage Systems Within Brevard County” which also includes the section “Approved Manufacturers and Products,” (pages 289 - 308) as standardized parts and equipment for this Department as it relates to new or replacement.
As it relates to this Department purchasing of the above-mentioned standardized equipment and products, it is requested the Board authorize the County Manager to execute all necessary contract(s), contract amendment(s), and extension(s) upon review and approval of the County Attorney’s Office, Risk Management, and Purchasing Service, and to execute all necessary Budget Change Requests.

Summary Explanation and Background:
The Brevard County Code of Ordinances Section 110-184 incorporates an Appendix titled the “Criteria for Water and Sanitary Sewerage Systems Within Brevard County” (further referred as “Criteria”). The Criteria contains design and construction standards for any system either which the County is taking ownership of or is connecting to a County system. Section 110-184 also states that the Criteria be amended by resolution of the Board of County Commissioners.
The Criteria was last amended in April 2021, including a revision to the format of the Criteria to ensure compliance with the Americans with Disabilities Act (ADA). Consequently, the Criteria provide standard detail drawings and technical specifications approved by the Utility Services Department that can be directly imported into a developer’s plan. Administrative matters are consolidated into a single section at the beginning of the document for ease of use. The Criteria are available to the public at no cost in electronic format on the Utility Services website (www.brevardfl.gov/utilityservices), and at the Utility Services Department Administration Office.
As part of its continual improvement process, the Utility Services Department recognizes the need for this amendment to the Criteria to be considered for the following reasons:
• More stringent federal, state, and local regulations that come into effect from time to time. Recent notable changes include those requiring changes to the Criteria to reduce the probability of wastewater discharge.
• New and better products available offering more functionality, increased longevity of assets, and more supply options.
• Better engineering designs that reduce the risk of injury and increase functionality.
On November 8, 2023 the Building Construction Advisory Committee (BCAC) reviewed and recommended for approval to the County’s Board of County Commissioners the amendments to the “Criteria for Water and Sanitary Sewerage System Within Brevard County” with the stipulation that Section 1.1.16 Landscaping is revised to clarify that the section is applicable to “public” utility mains, not “all” utility mains, and that “small rooted trees are acceptable within 10’ of public utility mains.” Accordingly, Section 1.1.16 Landscaping of the amended Criteria was revised as follows:
“Large, rooted trees must be planted a minimum 10-foot offset from public utility mains. Small, rooted trees are acceptable within 10-feet of public utility mains.” Small trees will be evaluated based on a mature tree size and the ability of roots to damage the utility. Utility Services will coordinate with the Natural Resources Department to produce a listing of trees which will be considered “small trees”.
By approving the Criteria which include the “Approved Manufacturers and Products,” (pages 289 - 308), allows this Department to standardize parts and equipment commonly used based on its performance, operating and repair costs, durability, function, and safety. Furthermore, additional savings and benefits are realized through standardization by:
• Limiting the value and quantity of highly specialized inventory parts.
• Focusing staff training to the repair and maintenance of standardized parts and equipment.
• Limit the requirements for specialized tools and equipment to perform repair and maintenance.
• Ensures a safer operational environment for staff, by fostering familiarity with equipment, reducing the potential for accidents or errors.
BCC-25 provides for standardization when it is determined to be more cost-effective and in the best interest of the County.
