It is requested that the Board of County Commissioners approve of the acceptance of the above mentioned State Revolving Fund (SRF) and grant the County Manager authority to execute contracts, contract amendments, and any contract extensions, BCRs, change orders, and any documents or other administrative actions related to the FDEP SRF for the South Beaches: Wastewater Treatment Facility to Advanced Wastewater Treatment (AWT) Conversion - 6 MGD Treatment Train upon approval from the County Attorney’s Office, Risk Management and Purchasing Services.

Summary Explanation and Background:
Florida State Revolving Fund (SRF) is a financing program that provides low-interest loans for water infrastructure projects. It primarily supports drinking water, wastewater, and stormwater projects, with funding coming from federal grants, state contributions, and repayments from previous loans that “revolve” back into the program. Typically, the interest rate is 2-3% less than the bond market.
During the January 13, 2026, Board meeting, approval was given for the Utility Services Department (the Department) to apply for SRF funding for multiple Utility Services Projects. Part of the SRF application process is for a Facility Plan to be developed and adopted by the Board. The following projects were included on the April 7, 2026 Board meeting as part of the public hearing requirement prior to grant submittal: South Beaches: Deep Injection Well Improvements-Phase 1: Well Installation (District 3), South Beaches: Wastewater Treatment Facility to Advanced Wastewater Treatment (AWT) Conversion-6 MGD Treatment Train (District 3), and South Beaches: Riverside Drive Force Main Improvements-Riverside Drive 30-inch Parallel Force Main (Districts 4 & 5).
Of the three projects submitted, the South Beaches: Wastewater Treatment Facility to AWT Conversion - 6 MGD Treatment Train, was awarded $20M in funding during FDEP’s SRF Project Priority Lists Meeting on August 12, 2026. The acknowledgment application must be returned to the State by December 10, 2026, and the SRF Loan Agreement must be returned to the State by March 10, 2027.
While the SRF loan process is underway, the Department will continue to apply for grants, as any additional grant funding received could revise the final loan amount.
