Title

Approval to Proceed with Various Operations and Maintenance Projects in Fiscal Year 2026/27

End

Fiscal Impact:

The Utility Services Department requests that the Board authorize the procurement of specific Operations and Maintenance projects estimated to be over $200,000 annually, utilizing an approved procurement means (i.e., vendor of record, continuing engineering contract, Invitation to Bids). This ensures efficient use of available funds and expedites the use of funds in the Fiscal Year 2026-27 Adopted Budget.  Projects will be encumbered through Department-initiated purchase orders and/or Task Orders.

Utility Services

Requested Action:

Recommendation

It is requested that the Board grant Purchasing Services, on behalf of the Utility Services Department, approval to perform any of the following actions to procure the below-mentioned operations and maintenance projects:

•                     Solicit a competitive Invitation to Bid and award to the bidder with the most responsible and responsive vendor who submits the lowest responsive bid for the projects outlined in the Summary Explanation and Background.

•                     Increase the following approvals for vendors on the County’s Vendor of Record approved by the Board on August 25, 2026: Increase approval for TCS Jacobs from $55,000 to $450,000; and

•                     Authorize the use of a competitive award for Bid B-7-24-06A to Insituform, which will expand the service area for gravity pipelining to the Department’s south service area, and the vendor will maintain pricing awarded on June 27, 2024.

•                     Exercise renewal options upon evaluating supplier performance and recommendations from Utility Services staff, with the approval of Purchasing Services. This establishes that the continuance of the contract is favorable prior to renewal of the agreement.

•                     Authorize the County Manager to approve any budget change requests, execute all contracts, contract renewals, contract amendments, and any necessary contract extensions that exceed $200,000 in total aggregate value, upon review and approval by the County Attorney’s Office, Risk Management, and Purchasing Services.

Summary Explanation and Background:

The Fiscal Year 2026-27 Adopted Operating and Capital Budget was approved by the Board on September 22, 2026, and includes the Capital Improvement Plan (CIP) for each County Department and Office.  As a result of the Board’s approval on September 22, 2026, the Department’s implementation of the CIP projects received Board approval.  Within the Fiscal Year 2026-27 Budget, Utility Services has several operational and maintenance projects that do not meet the requirements to be considered capital improvements and thus are not individually identified within the budget. These projects will allow this Department to continue investing in asset maintenance to ensure the reliability of our system.

The projects referenced below are not considered capital improvement projects; they are not specifically identified within the Fiscal Year 2026-27 Adopted Operating and Capital budget; thus, additional Board consideration is required to proceed with procurement activities.

The Utility Services Department requests that the Board approve the submitted operational and maintenance projects as part of this agenda report.  Approval of this action will eliminate repetitive Board action to grant permission to implement the below mentioned operations and maintenance projects.   Purchasing Services and Utility Services Department will ensure that all procurement rules and policies are followed to ensure compliance.  The procurement method for the projects will include the vendor of record list approved by the Board for FY 26/27, the Utility Services Continuing Engineering Consultant as awarded through RFQ #7-22-06, and advertising for bid.
