It is requested that the Port St. John Dependent Special District Board conduct a public hearing to consider a request for Small-Scale Comprehensive Plan Amendment to change the FLUM from RES 8_DIR (Residential 8_Directive) to NC (Neighborhood Commercial).

Summary Explanation and Background:

The applicant requests a Small-Scale Comprehensive Plan Amendment (SSCPA) to change the Future Land Use Map (FLUM) from RES 8_DIR (Residential 8_Directive) to NC (Neighborhood Commercial) on a 0.36-acre parcel for the purpose of having the zoning and FLU consistent for the commercial use. The subject property has been established as a neighborhood commercial use for approximately the past 30 years since it was rezoned to RP in 1992. The subject parcel is currently developed as a medical and dental office and is located at the corner of Haverhill Rd. and Fay Blvd.

 

The subject property’s current configuration was recorded on June 30, 1960, as part of the Replat of Portions of Port St. John.

 

On August 6, 1992, the Port St. John Directives were adopted, designating a portion of this area as Residential 8 Directive (RES 8_DIR).

 

The subject property was rezoned to its current classification of RP (Residential Professional) from RU-1-9 (Single-Family Residential) on August 24, 1992 (Z-9013).

 

To the north is a drainage right-of-way, then a developed single-family residence on 0.23 acres with RU-1-9 zoning classification and a RES 8_DIR FLU.  To the east of the subject property is Haverhill Rd., then a 0.33-acre parcel with split zoning classifications of RU-1-9 and BU-1. The RU-1-9 portion of the property is undeveloped with a NC FLU, while the BU-1 portion of the property is developed with a small, Bellsouth utility building with a CC FLU.  To the south, across Fay Blvd., is a 2.6-acre parcel, developed with a church and a RES 8_DIR FLU.  To the west is a developed single-family residence on 0.36 acres with RP zoning classification and a RES 8_DIR FLU.

 

The Board may wish to consider if the request is consistent and compatible with the surrounding area and to recognize existing development trends. The Board may also wish to consider any impact on any significant wetlands, water bodies or habitat for listed species.

 

The Local Planning Agency will consider the request on Monday June 16, 2025, beginning at 3:00 p.m. and the Board of County Commissioners on Thursday July 17, 2025, beginning at 5:00 p.m. The meetings will be held at the Brevard County Government Center, 2725 Judge Fran Jamieson Way, Commission Room, Viera, Florida.
